[SRU Q][PATCH 0/1] Harden/fix selftest net:rtnetlink.sh

This was picked into noble already. But it is also required for any
backport kernel < v6.18. For that reason submitting for questing as well
so it will be included in any backport of it.

This adds checks for ifconfig being installed and ip address supporting
the "proto" keyword.
