[Impact]

* Microsoft requested MANA RDMA patch to obtain CQ type from the used gdma device.

[Fix]

* clean cherry-picks of rdma-next (https://git.kernel.org/pub/scm/linux/kernel/git/rdma/rdma.git/) patch:
  * 840285509332: "RDMA/mana_ib: implement uapi for creation of rnic cq"

[Test Plan]

* Compile tested
* Microsoft to test

[Regression potential]

* Patches limited to MANA infiniband. Possible regressions result in unexpected behavior of MANA infiniband driver.
