[Impact]

* Microsoft requested MANA patch to implement a timeout for stalled TX queues, such that a port reset can be scheduled.

[Fix]

* backports of linux-next patch patch:
  * 3b194343c250: "net: mana: Implement ndo_tx_timeout and serialize queue resets per port."

[Test Plan]

* Compile tested
* Microsoft to test

[Regression potential]

* Patches limited to MANA driver. Possible regressions result in unexpected behavior of MANA driver.
