[Impact]

* Microsoft requested patches to allow hardware recovery events while the device is being probed.

[Fix]

- backports of the following upstream patches
  - 9bf6603: "net: mana: Handle hardware recovery events when probing the device"

[Test Plan]

* Compile tested
* Microsoft to test

[Regression potential]

* Changes are localized to MANA. Possible regressions could result in unexpected behavior of MANA driver.
