SRU Justification

[Impact]

* Microsoft requested patches to allow support for SCSI MODE_SENSE_10.

[Fix]

- cherry-pick of the following upstream patch
  - 9eacec5d18f9: "scsi: storvsc: Process unsupported MODE_SENSE_10"

[Test Plan]

* Compile tested

[Regression potential]

* Changes are localized to scsi, and quite trival. Possible regressions could result in unexpected behavior of scsi driver.
