  * Merge from Debian unstable. Remaining changes:
    - Build with -Wno-error=stringop-overflow to work around some
      misbehavior with -O3.
  * Dropped changes, included in Debian:
    - Build with -Wno-error=deprecated-declarations for compatibility with
      openssl 3, and -Werror=maybe-uninitialized for compatibility with gcc
      11.

  * Remove constraints unnecessary since buster
  * Trim trailing whitespace.
  * Set upstream metadata fields: Security-Contact.
  * Replace invalid standards version 4.5.1.1 with valid 4.5.1.0.
