  * Apply patches by Utkarsh Gupta used in Ubuntu as
    php-text-captcha_1.0.2-8ubuntu1 upload (Closes: #977403).
  * Override extended-description-contains-empty-paragraph lintian warning.
  * Update watch file format version to 4.
  * Bump debhelper from old 12 to 13.
  * Update standards version to 4.6.0, no changes needed.
