kubuntu-desktop and ubuntu-desktop both depend on cdrecord. Could you
please verify that those packages are installed? Also check if
cdrecord itself has been installed

If unsure, please post the output of the following commands:

dpkg -l cdrecord
dpkg -l ubuntu-desktop
dpkg -l kubuntu-desktop

cdrecord has been installed for me automatically on several systems.
