test at ubuntu:~$ appletproxy /usr/share/apps/kicker/applets/artscontrolapplet.desktop
kicker: WARNING: cannot open applet: libartscontrolapplet because of Library
files for "libartscontrolapplet.la" not found in paths.
kicker: ERROR: Failed to load applet: libartscontrolapplet

libartscontrolapplet.la is from kdemultimedia-dev.
Copying it from that package to /usr/lib "solves" the problem.

assigning this to Riddell as he's been doing all the kubuntu changes for
kdemultimedia
