The handbook gets installed to /usr/share/doc/HTML, but should be installed to /usr/share/doc/kde/HTML. 
 
The KDE Help Center says: "The requested help file could not be found. Check that you have installed the documentation." 
 
This might be solved by 
export kde_htmldir=/usr/share/doc/kde/HTML 
before ./configure.
