[Bug 10323] When I restart a fresh installation of Kubuntu with KDE 3.4, all of my panel items have been removed.

There was a problem with a package which deleted that file.  
 
Make sure you are hoary-updates and hoary-security in your sources. 
 
apt-get remove --purge kubuntu-desktop  
apt-get install kubuntu-desktop  
  
Should fix it.
