I can confirm that KUser does default to UID and GID 500 as the start range for
normal users. However this is configurable under Settings -> Configure KUser ->
General. The fields are "First normal UID" and "First Normal GID". Setting
both of these to 1000 will cause the next user to be added with the "correct"
UID/GID sequence. Kubuntu-default-settings should change these fields. I did
not get any errors about creating the home directory using either 500 or 1001
when invoking KUser from the menu.
