The k3b_0.11.23-0ubuntu1_i386.deb package is lacking the following file:

/usr/share/apps/k3b/plugins/k3bmaddecoder.plugin

Also, the k3blibs_0.11.23-0ubuntu1_i386.deb package is lacking the following files:

/usr/lib/kde3/libk3bmaddecoder.la
/usr/lib/kde3/libk3bmaddecoder.so

I temporarily solved this problem in my system by getting those files from the corresponding 
Debian Unstable packages.
