Synce-kde is in the Universe source, and thus, it is not supported by the Ubuntu
team. You must fill a bug in Ubuntu Universe
(https://launchpad.ubuntu.com/distros/ubuntu/+bugs). When you entered this bug,
there is page where you choose among Documentation, Ubuntu, Kubuntu and Ubuntu
Universe. 

If the package you look for doesn't have the ubuntu logo in synaptic or you
cannot select it, then probably it is from Universe and you should fill the bug
there.
