Workaround:
On the forum of kubuntu.de user prepe has reported a workaround today. (http://www.kubuntu.de/forum/forum.php?
req=thread&id=226&page=1&nocount=1#1563).
He says that it helps to fetch the original debian-package from evermann.de (http://www.evermann.de/kde_op_platt/debian/) and 
start to install it with dpkg -i. - This will not work because of unfullfilled dependencies but after that it is now possibel 
to add lower-saxon to the list of languages in the system-settings.
Thanks to that plattdüütsch runns on Breezy with this workaround now! :-)
