[Bug 38086] another process is using the packaging system database

Description:
another process is using the packaging system database ...

This stops the Adept updater from adding the 25 packages which is says
needs to be updated. The error message suggests something else is
running using Adept or a related file but I can't see anything in the
list of processes that appears to be interferring. Restarting et cetera
doesn't fix the problem.Thus, no new or updated packages can be added.
