[Bug 38699] Printing via CUPS not possible

Description:
When trying to add printers via the Printer module in the System
Settings I get the following error message:

Unable to retrieve the printer list. Error message received from manager:
Connection to CUPS server failed. Check that the CUPS server is correctly installed and running. Error: the IPP request failed for an unknown reason.

Thus I cannot add any printer.

The CUPS server is running and I can also access its web-frontend on
http://localhost:631
