Install libmad0 and libmad0-dev and rebuild the package, install the
results.  I do think it should be a separate multiverse package.  I
don't have a lot of packaging foo, but probably these should be separate
packages with different names that fulfill a "provides" on which other
packages should depend, so that if you, say, apt-get install libtunepimp
you're presented with a list of (these two) packages to choose from.
