[Bug 42136] wallet is gone & won't re-create

Description:
As of the 29APR updates the kwalletmanager is non-operational.  The
wallet containing all my PWs is gone, and the mgr will not allow me to
re-create one.  There is no drop-down list and the 'new' selection is
also non-operational.
