[Bug 76825] kcontrol contains no items

Binary package hint: kdebase-data

Problem: kcontrol contains contains only two empty items (network and peripherals)
The problem can solved, by "sudo cp /etc/xdg/menus/applications-merged/kde-essential.menu /etc/xdg/menus/kde-application-merged"

kdebase-data put kde-essential.menu into not into /etc/xdg/menus/kde-
application-merged
