Not everyone uses the default keyboard layout for their country, even if it's
the only layout commonly used in that country; some people have to select from
the full list. We tried not asking this question way back before the Warty
release, and the feedback was overwhelmingly negative.

The dependencies of the language support packages are large, and downloading
them consumes a lot of bandwidth for many languages. This question is
deliberately asked to give people with less capable Internet connections the
opportunity to skip this large download.
