Yes, it's the same for me with dapper.
Back in breezy and hoary, in the installation process you'd be asked if the clock is set to GMT and it would ask me where I live in order to properly set the time. Now since I live in Israel (GMT+2)and since dapper probably assumes my clock is set to GMT, it keeps giving me the (correct time + 2 hours).
example: if it's actually 15:00 (and this is what the system clock is set to) dapper would say it's 17:00
