Which reminds me of another aspect of the same bug.  I used to arrange
several windows on my desktop, with a couple of them adjacent to the
panel.  When I opened KDE on a different-resolution monitor, these
windows would stretch (or shrink) to maintain their adjacency to the
panel.  I could make the best use of my screen real estate.

Now the windows move up and down to maintain this relationship; this is
the same useless behaviour I have described above.
