[Bug 52099] "Edit" > "Create New" submenu missing

Public bug reported:

Konqueror 3.5.2, Ubuntu 6.06

1. Open a Konqueror window.
2. Click "Home Folder".
3. Try to find the menu item for making a new folder.

Apparently this item is supposed to be "Edit" > "Create New" > "Folder".
But there is no "Create New" submenu in the "Edit" menu, or anywhere
else in the menu bar.
