[Bug 54670] "button actions" settings not honored across reboots

I have an IBM Thinkpad T23 laptop that works fine power-management-wise.
It suspends, hibernates etc using (k)ubuntu 6.06

The default action when closing the lid is shown in "System Settings" ->
Laptops & Power -> Laptop Battery -> Button Actions to be "suspend".

But if I reboot the machine (or just poweroff and then on) closing the
lid does not work at all - the machine keeps on running.

After every reboot I have to go to the panel and re-apply the setting,
and then it works, for as many suspends till the next reboot.

The setting should be honored across reboots. It appears that the
setting is kept ("hibernate" is always selected) but it simply does not
work after a fresh boot without re-applying the setting.
