[Bug 48627] Poor resolution of "database locked" problem

Public bug reported:

Binary package hint: adept

A hang in adept forced me to kill it.

Afterward, adept said:

"Read only mode: Database locked

You will not be able to change your system settings in any way (install,
remove or upgrade software), because another process is using the
packaging system database (probably some other Adept application or apt-
get or aptitude). Please close the other application before using this
one."

But there was't any other instance of adept running.  It took me quite some effort to find the solution.  What I did was to run 
dpkg --configure -a

The message should have included this (or whatever the correct solution
is) as a last resort, to save time for the user.
