yes I want to report this bug too
.
The problem is all effects take action only if you change
UseTheme=true TO false in /etc/kde3/kdm/kdmrc

I think there should be an option that you can change to 'on' or 'off'
for the Theme and basing on this option all others changes can be or not
possible.

Don't know if kde-systemsettings is the proper package, kde-guidance?
