[Bug 33238] Adept Notifier unable to fetch update info as a normal user

Description:
The update notifier is unable to fetch the package lists automatically
to figure out whether packes need updating.

When I update the package lists with 'sudo apt-get update', and there
are packages to update, the update notifer notifies about upgradeable
packages, but not without the manual package list update.

I don't know if this is intended behavior. If it is, the update notifier
applet seems rather useless to me.
