WTF does that mean?

Not tested.   It does run when launched from a terminal when logged in
as root.  But in the end I couldn't figure out how to use the dang
thing, and switched to the much friendlier synaptic package tool.

Yes, nothing happens all the time.  This is a fresh install from CD,
exactly what any new user of Kubuntu would see.
