[Bug 31899] Laptop mousepad right-handed despite being set to left-handed

I tried booting without the external mouse and then setting the mouse to
right-handed and then left-handed. The mousepad stayed right-handed, so
the problem seems to be confined to the mousepad and is nothing to do
with having two mice working at the same time.
