[Bug 37099] Web shortcuts not working with uppercase letters

Description:
Kubuntu Dapper Flight 5 Up-to-date.

I tried to add a "Web shortcut" with uppercase letters (DocU - DocUbuntu
[was link for research in Ubuntu-fr wiki indeed]), but it was not
working, up to when I tried to set it in lowercase (docu).

Nothing forbid me to set it in uppercase nor said me that it would not
work.

So even show an alert message in configuration window (some kcmshell
stuff) or allow uppercase web shortcuts.
