kubuntu-default-settings sets the default system-wide, including root, but settings in ~ will override these settings for the current users, and settings in /root will override them for the root user.
The big fonts are default in breezy, set through kubuntu-default-settings. If you apply your personal settings to your root account, you will have the same look when using sudo or kdesu with commands.
In order to set the look&feel for the root user, you can use `kdesu systemsettings` and set what you want in the Appearance section.
