[Bug 70814] kverbos in edgy cant open standard verb file

Public bug reported:

If you try to open the standard verb file in kverbos, it fails with a
error.

Im quite sure this is because kverbos tries to open the file in unicode, but actualy it is in iso 8859-15.
you can try it yourself with this file from the kverbos homepage:
http://www.arvik.de/computer/kverbos/verbos.verbos
