Binary package hint: language-pack-kde-de-base

This bug has allready been reported (ID 46156) but I think it's in the
wrong place there because it is a translation problem.

It looks like the file "usr/share/locale-
langpack/de/LC_MESSAGES/quanta.mo" from the Package language-pack-kde-
de-base is missing and so Quanta isn't translated. This possibly affects
the french translation too.
