[Bug 63615] wrong keyboard behavior at first login

When I try to log into KDE from KDM, the keyboard is behaving wrong. When I press the enter button, nothing happens. All other keys seams to be wrong as well.
After the login fails, I can type normally (and log in). This is always for the first login. (After reboot).
