I can't see knewsticker or akregator in components selection in kde
3.5.4, but I can make most appear as buttons by enabling them in
.kde/share/config/kontactrc.

Unfortunately this doesn't include newsticker_plugin. Anyway, even if it
would appear, without the components option, I wouldn't be able to
configure it.

It's definitely not upstream-related, since it worked on my debian etch
before kubuntu.
