This is already fixed in Edgy. There libtool is recommended by kdevelop
(it's not a hard dependency because you can use kdevelop for things
other than C or C++ where you don't need libtool).

Sadly, this fix will not be backported to Dapper, because according to
https://wiki.ubuntu.com/StableReleaseUpdates it's no high-impact bug
(and the easy workaround is of course to install libtool).

I will thus mark this bug as fixed, thank you for reporting.
