[Bug 66118] Printer settings in systemsettings/kcontrol don't work any more (Connect to CUPS faild)

Trying to configure the printer settings in kcontrol or systemsettings does not work when KDE is updated to 3.5.5.
In Edgy this version is now the default. This means you can't graphically configure your printers in kubuntu edgy.
When opening the printer settings this message is shown:
"Unable to retrieve the printer list. Error message received from manager:
Connection to CUPS server failed. Check that the CUPS server is correctly installed and running. Error: the IPP request failed for an unknown reason."
Nothing is printed to stdout/stderr.
Running the settings as root does not help
Kubuntu Dapper is also affected when manually updated to KDE3.5.5
Tested on:
Kubuntu Edgy unstable (last updated 14.10.06) - KDE3.5.5 - affected
Kubuntu Dapper (updated to KDE3.5.5 using kubuntu.org sources) - affected
Kubuntu Dapper (updated only to KDE3.5.4) - NOT affected
