Yes, moving S13kdm to S99kdm also works on my system. This is because I can see for a moment the TTY1 console before the kdm login screen.
Moving S13kdm to S21kdm does not work, so the scripts that are run in the middle on my system are:
S21nfs-common
S25bluetooth
S89anacron
S89atd
S89cron
S90binfmt-support
S91apache2
S98usplash
S99acpi-support
My system is an AMD Athlon64 3000 with Ali Chipset and nVidia video card.
