[Bug 68522] Kubuntu 6.10 installs locale files for packages that are not included

Public bug reported:

Kubuntu 6.10 Edgy, en-gb locale

The default install includes mozilla-firefox-locale-en-gb (but firefox
isn't installed) and thunderbird-locale-en-gb (but thunderbird isn't
installed).

Neither of these two packages are on the CD - so why are their
localisation files?
