[Bug 59264] Re: kate restored on the wrong virtual desktop

Original reporter does not specify whether restart is in continued
session or new session.  If this is login is a continuation of an
existing session then this is the featured behavior as the session is
restored to its previous state. Otherwise, if this is a new session
login and kdebase is set to start kate on desktop 4 then indeed this is
a bug.
