"/usr/share/X11/xkb" is the directory that is empty except for some
readme file; thus it should be the one moved out of the way and the
symlink created in such a manner that the result reads:

# /bin/ls -l /usr/share/X11/xkb
lrwxrwxrwx 1 root root 12 2007-03-16 16:38 /usr/share/X11/xkb -> /etc/X11/xkb

clear now?
