I've logged a similar problem.

Did anything come from dvb-utils?  I had/have no problems with a
2.6.17-x kernel, but only get dvb problems when switching to a 2.6.20.x
kernel.

I'm running Feisty, even tried building the kernel and added module
support for all cards under Multimedia devices->Digital Video
Broadcasting Devices->Customise DVB Frontends in the drivers section.
Still no go.  You should see messages similar to below in /var/log/dmesg
when the card is properly registered.  I notice with any 2.6.20.x kernel
it fails to register the adapter with DVB, wondering what kernel version
you are running?

[17179599.172000] DVB: registering frontend 0 (Zarlink MT352 DVB-T)...

Just trying to confirm if its a package thing or a kernel thing.
Looking like the later.
