According to KDE developer Aaron J. Seigo could be an installation
problem.

Aaron J. Seigo said (http://bugs.kde.org/show_bug.cgi?id=128932):
"there's a problem with your installation, in particular with kio_system. you're getting the error in kicker due to having a menu, applet or button that uses it. "

Be sure that all updates for Dapper are installed. If the problem still happens, please attach a screenshot of the error.
