You should not need to change your full install, just install the necessary locale and change the menu entry to german locale.
Or start the program from a root shell: 

 # export DISPLAY=:0
 # xauth -f ~/mvo/.Xauthority extract - $DISPLAY | xauth merge -
 # LANG=de_DE.utf-8 adept_installer
