[Bug 108262] Issues with panel at the side of the screen

I tried to put the panel on the side of the screen, rather than at the
top (where I usually have it), as I have nice wide screens and wish to
use them to their full potential. There are several issues here; I'm
leaving them in the same bug, because they are related, but I will split
them if requested.

1) I cannot resize the panel without the icons also resizing. This looks
incredibly dorky. I would like the panel to be wide, much like the vista
panel, without the icons growing to the same size. I think this should
be an option.

2) I have a xinerama screen; if I set the panel to auto-hide,  and the
left side of the desktop to unhide the panel, the panel does not appear.
It would be useful to be able to set a "region" for unhide, i.e. the
area that the panel would live if it was shown.

3) Whenever I reconfigure panel options in kcontrol, it resets to being
at the top of the screen.
