[Bug 108985] the Monitor & Display icon used in the control center is 16x16 pixels

Binary package hint: kde-systemsettings

The only icon of displayconfig shipped with the kde-guidance package is
the 16x16 one, since kde-systemsettings use 32x32 icons, it looks
blurred.
