I can confirm this problem.

It started happening after I upgraded to Kubuntu Feisty. The strange
thing is that sometimes Konqueror behaves like it should, and other
times (when opening Konqueror, or just a new window) as have the problem
as described above. I could not make out a pattern when exactly it
happens.
