You are right on your observation hence putting the answers one by one.
1. Correct that file has lot of names & IP Address ranges
2. anti-p2p file is the term used by Ktorrent IIRC , its basically a blacklist/access control mechanism . Some links if needed to read about blacklists/blocklists

That should give enough reading material for Ktorrent
AFAI remember Ktorrent takes the zip file & converts it into a way which
ktorrent understands that any data either coming or going to those IPs
are to be dis-regarded/not taken into account. (Kinda like iptables but
different)
The last time when I checked it, (I moved to deluge since) it took more
than an hr. for the conversion to happen. Deluge on the other hand now
does a similar conversion in less than a minute.
This is a problem for if the blocklist is going to take an hr. or more
for the conversion then I can't trust the data for that hr. , there are
bound to be lot more hash-fails than if the convertor does the whole
process under few minutes.
Lemme know if more info. is required. Downloading ktorrent (again after
a long time) to give precise instructions as to how to do the
conversion.
