Just ran into this problem myself and this bug report came before the

Assuming you're not running KDE, kde-base and kioslaves need to be installed.
This is probably not an installation requirement because of the optional functionality provided. However, the packages aren't even listed as "suggested" in Debian, I can't speak for Ubuntu.

Note: In Debian the needed package is called "kdebase", once again, I
can't speak for Ubuntu.
